Singapore issuing baseline
Singapore-issued public documents are generally apostille-capable through SAL, but many education, private, and company-side files first depend on the correct notarisation or certification setup.
- SAL is the competent authority for Singapore apostilles
- Non-public documents may need notarisation before they can move into the apostille system
- Receiving-side document form still matters even where the Singapore side can issue apostille
- Clear scan showing whether the document is already public, certified, or still private
- Destination country and purpose of use
- Check whether the client can provide originals or needs a copy-based route

Singapore-issued files are workable when the correct public-versus-private path is identified early. Timing becomes weaker when the file still needs upstream notarisation.
